Aggressive and Violent Behaviour Towards Staff

This seems increasingly to become a real issue and there's no doubt that the number of incidents is on the rise. No teacher should have to suffer as a result of aggressive and/or violent incidents and should seek advice from their Rep or LA Secretary.

What is Violence?

"Any incident in which an employee is abused, threatened or assaulted by a student, parent or member of the public".

This might include:

  • verbal abuse and threats (with or without a weapon)

  • rude gestures, innuendo

  • sexual or racial harassment

  • aggressive behaviour

Headteachers and other managers need to recognise that people have different perceptions about behaviour they find threatening or offensive, or which causes distress rather than just annoyance. A simple remark, which one person could brush off, may cause another person deep concern.

Scottish Borders Council does have a policy on violence towards staff and your Rep should have a copy. SBC wrote to all Headteachers (in December 2000) asking that they bring to the attention of their staff the fact that reporting forms for violent or aggressive incidents are available in each school. It seems, regrettably, that not all Headteachers have done this...;-(

EIS advice is that these forms should be filled in whenever such incidents occur. SBC accepts that this should not be seen as a reflection of an employee's ability. The forms should be sent by the Headteacher to SBC and the teacher should receive an acknowlegement of its receipt by SBC.

There seems to be a regrettable, but understandable, tendency to try and brush such incidents under the carpet. EIS advice is that if there's any doubt, then the person involved should speak with their Rep or with the LA Secretary. These things do happen and no one should be made to feel that it's somehow their fault. It isn't.
